The 27th Amendment to the U.S.
Constitution, though proposed as the second of twelve
articles of the Bill of
Rights in 1789, did not become part of the Constitution
until it was ratified by the necessary 3/4 of states in 1992.
No law, varying the compensation for the services of the
Senators and Representatives, shall take effect, until an
election of representatives shall have intervened.
The first article of the Bill of Rights, pertaining to the
size of each Congressman's constituency, was never ratified.
